If we're talking of a dynpro and the field is a radiobutton or a checkbox, you can do it from the field definition on the screen (you can associate a Function code to that field and set it of type E)
Doing this way, if you click on that field, sy-ucomm receives that function code and the pbo is executed...
thus loop at screen is available and thus you can enable/disable fields as you need.)
If we are talking of a selection-screen, then you can associate an user-command to the radiobutton. this will start the at selection-screen output.)

You have to go through the PBO to change the screen. If you don't care
about the appearance of the screen, then just disable the function by
coding a test for your property. However, if the screen must change in
appearance, then something has to have happened. Entering data into fields
does not count as something happening. It won't go back through the PBO.
