This flag must be available to everyone, and must be updated atomically. You can handle it with an almost simple SP or with some logic in the existing SP's.)

A handy part of the execution through the process chain is there's no scheduled gap between the execution of the proc and the beginning of the process chain, and there's also only one schedule to check for what runs when.
