If you used EXW (ex works) as the inco terms of your purchase,
Then based on the standard inco-terms 210 responsibility matrix
The BUYER is responsible for those cost
Here is an example of the matrix but feel free to search other sites

The goods are purchased ex works but the sender prepares the Packing list with incorrect gross weight which is sent to customs before export having based the weight from the carrier having weighed the empty container and full container.
Who is responsible for the additional costs where customs impound the container for inspection?
