It seems that there is permissions issue. Check the user sidadm permissions and check the environmental variables once.

I'm not able to use R3trans -d at command prompt. It says R3...is not recognized as an internal or external command...Can you please let me know how to make it work? Do I need to go to a specific directory in order to execute this?
Same kind of error is shows up when I use lnsrcrl. Would appreciate your input. Thanks.

Hi,
your dev_w0 shows that SAP cannot connect to Oracle. You might be having issues to connect through the Oracle listener.
run this command and supply results from trans.log
R3trans -d
also make sure that the Oracle listernet is up:
lsnrcrl status
