Personnel Level Budgeting:


I have a query regarding Position Budgeting and Control(PBC). My client is doing the budgeting at Personnel level and wanted a budgeting through PBC in HCM.


In Case of (PBC) Budgeting in HCM the Personnel commitment is created in the component "Position Budgeting and Control (PBC)" in HCM.
The assignment of expenditures only takes place with payroll.The commitment in Fund Mangement(FM) is then gradually reduced by payroll postings




e.g :According to my client, Budget is allotted to multiple heads for payroll purpose (e.g. Faculty (Dean, Professor etc.), Faculty (Lecturer), Admin, Lab Staff)
in a Department, while increase in budget (e.g. salary increments) are also considered. However, the heads could be different as per Department wise.
For example in medical school, paramedics' staff is given budget separately for their payroll. Client also consider the budget for PHD Doctors as per HEC requirements.


The concept of integration between HCM and FM/GM is based on:that when Payroll is run in HCM, its main accounts of expenses pertaining to HR and cost center are used,
through which budget is actualized in FM using account assignments Fund, Funds Centre and Commitment Item.
If payroll budget is insufficient, the system will give error on the document simulation stage and will not proceed further.




I wanted to know the due resposibilities of 3-Modules ,what they have to perform to entretained the above mentioned scenario.


1.Controlling(CO) Module


2-(Fund Management/Grant Mangement (FM/GM)


3.(HCM)-PBC




Is HCM is due responsibility to give a list of All positions/with Head Positions to the Controlling Consultant(CO) ,to define Cost center against each Position
when Cost centers are defined than assigned Cost center to individual Position via PO13 against relationship (A011).


Is we have to assign cost center to each position or only Head position and it will inherit automatically ,E,G if in Transpot Department
Transport Manger is Head Positon while 10 drivers are reporting to him ,than at each position /or we have to assign cost center to Transport Manger
position and it will automatically inherits to sub Positions.


Kindly Also share expertise that in current scenario which integeration Switches in Table(T77S0) will be activated,switches mentioned below,if i am lacking
any switch,kindly do mention.

Morover also tell the sequence wise what is the best option to entertained this scenarion PBC or Personnel Cost Planning if both
then what ? area or key points i do remember, do remember that in second phase of implementation my client is also gone to implement
Compensation Management Module(ECM) but in first phase only core Module(PA,OM,Time and Payroll) will be implemented so in this scenario
i wanted to discuss the current and future requirements of client and in OM which key points i have to address first which are also imperative
for future requirement of ECM.
