You are already checking CMPER on the RULE that calls rules ZSN5 and ZSN4 and so there is no need to do this again on those rules. Also ZSN4 you are again doing that valuation for PPPAR L.
Try to evaluate PPPAR L before all other's PPPAR's.
Also I wouldn't do all this valuations in one rule, if you are no confident with the process try it separately and after every part works join them.

But when a EE change legal person on payroll the operation pppar L does not function.
Could anyone tell more about pppar L operation or tell me what is wrong here?
