Seems to me this is something that should be handled in the AT SELECTION-SCREEN event, not the AT SELECTION-SCREEN OUTPUT event. You have to give the user a chance to fill out the whole selection screen before you can make a determination if the requirements have been met. If you put this kind of code in the AT SELECTION-SCREEN OUTPUT event it will throw an error message before the first display of the selection screen!
