Maybe a better solution for the top management would be that their secretary would do the things in the SAP system for them (like running reports et cetera) so they won't need access at all (will save on the license costs). If this solution leads to SoD conflicts it is off course not a solution, but if it is only for running reports maybe it is? System users that are used for connection to the SAP system can also have a different password policy. SAP*, DDIC TMSADM should not be used in the production system at all, but you already mention client 000. I would keep the policy the same and use a envelop procedure for these users. And, at is already mentioned, you can also use the parameter to keep certain users out of the password policy if you really, really, really want this. Auditors aren't very happy with this solution however. Changing to service user will upset them even more ;)
