I think the question is about material PO, not service PO. In that case the answer is 'NO', you cannot create a PO with 'U'.

During SE maintenance in ML81N transaction, the end user will have to manually select the account assignment category. The G/L account will be automatically determined in accordance with your configuration setting in OBYC transaction.
