Hmmm?. I don't know of any other settings that would affect this. Have you tried posting this question on SDN? Maybe somebody within SAP would have more extensive knowledge.

SCC4 setting are set according to the ones you specified. However, editing is still disabled in Tips and Tricks of SE30.

Do you know of any other productions settings that I need to disable? Since again, this development system is a system copy of our production system.
