Ok, I agree with your opinion. I have required to restrict at sales order or delivery level.

As far as my knowledge goes I am 100% sure that the credit management is not
applicable at the invoice level. There is no point in doing a credit check
while creating an invoice. Can you please elaborate on the credit
management setting you have done.
