You should consider an inexpensive SAP partner product called Winshuttle. It will load master data from an excel spreadsheet into SAP using a script or macro type of recording. It is very user friendly and can be used by the business person so the IT department does not have to assume the responsibility. Every department in our company that uses SAP also uses Winshuttle.

The data loads can be simple such as pricing condition records, or complex such as for sales order entry. Winshuttle can also extract data out of SAP. All of your normal transaction code security is accommodated in Winshuttle.
