If you planning this for a functional consultant :

I would build a new role insert the menu validate the object classes for a specific Process like MM,SD, PP etc , make sure to disable all the critical authorization object
after you have imported the menu structure and generated the role check the authorization object "S_tcode for the related transactions for your processes" remember this is not a production bound role its just for the consultants to work on Sanbox and Dev test activities.

SAP_ ...... delivered should be the actual ones bound for production after copying and tweaking according to the business and process requirement.
