I do not fully understand your questions, but I can help you with creating a work schedule rule without a holiday calendar. What you should do is create a holiday calendar with only 1 holiday. The holiday should be for a date in the past. Basically, create a holiday calendar with a single holiday in the past that does not repeat (i.e. January 1, 1980). Use this calendar for your work schedules that require no holidays.

Hi,

From among whole entity ( Already Configured) one entity should be
configured with out public holidays.. no off this entity work on shifts and
should not have off.

If they don't come to work they should apply for leave.

Can any body help me with this senario how can we configured this in the
system.
