It should not be necessary to create a new order type it just requires the item cat you are already determining. Maybe the problem comes from your pricing procedure do you have requirement 4 against your cost condition?
We use these tax items without accounting view on both orders with and without deliveries and can bill in both scenarios.

I have tried to use item category "Tax" for this non-stock material ,also I have created a dummy material number without cost sheet in material master data.So when billing to this document ,Error as below : can't create accounting document because not found standard cost estimation.
So the question:when I use a dummy material number,billing seems impossible because we don't maintain material's cost.However,because this kind of business won't be frequent so we will not maintain its standard cost. How to use item category "Tax"?
