Hi,
The header texts configuration is set under IMG ---> Material Management ---> Purchasing ---> Purchase Requisition ---> Texts for Purchase Requisitions ---> Define Text Types / Define Copying Rules.
It is not feasible to set up the field status of your header text via "Define Screen Layout at Document Level". You will have to modify SAP program. BTW, what is of your particular requirement to set it up as mandatory?
