Hi,
Sorry to jump in but i think Keith is right. This problem emanates from the faulty business requirement. I dont think even the process auditors will agree with the proposal. The quantity should be received as is provided by the Vendor. Not doing this will not only create problems in stock but also in Invoice verification. BTW, there is no standard way of doing this in SAP.

Rounding profiles will not work. They are for order proposals, not for
goods receipts.

rounding profile and how to assign to material master.
