[sap-log-pp] how to allow for mfg leadtime in a stock transport order

We have one instance of ECC 6.0 with several supplying plants and distribution centers. the distribution centers have been set up as plants. Our problem is allowing for the manufacturing time, on products we deem to be built to order, of the supplying plant and not keep shipping the stock transport orders late or completing the prodution orders late. The system will always use the planned delivery time in the ordering plant plus the GR time in the ordering plant. The resulting date becomes the requirement date in the supplying plant. If the material is not in stock (which in this case it never is) the product must be built. If the manufacturing time has been allowed for in the planned delivery time - the production order will be late to the required date. If the manufacturing time has not been allowed for the shipment will be late. Sales orders act correctly, but we are using stock transport orders. Any ideas??? All well thought out suggestions are welcome.
