[sap-hr] UAE Payroll Scenario

Friends,
I'm facing this issue in Payroll module for UAE (Country Grouping 99),
Scenario:
Every employee is allowed to visit their home country once in a year with a leave not exceeding 30 days. This is triggered through an action say (*PassageLeave of Absence).
Issue:
Three Payroll components like "HRA, Car EMI, WATER & Elecrticity" needs to be paid during these period otherwise the BASIC is not paid
What I'm looking for:
Under my judgement I have to create an action in such a way that, during this Leave Period the employee's "EMPLOYMENT STATUS is ACTIVE and he is Paid only the aforementioned payroll components. The action should allow only those 3 components when i run the payroll.
I was advised that there are 2 ways:
1) Include the IT008 in the infogroup for that action in T588D table and ask the user to update all the wage types manaually without Basic pay
2)With the help of the Dynamic action place a condition, such that when we run particular action certain wage type in IT008 Shd get defaulted
How can I achieve this without disturbing IT0008
