[sap-hr] Payroll log error The Country Grouping Does Not Exist?

When running payroll I got this error message "The Country Grouping Does Not Exist". I have checked my profile in SU3 and I have 10 for 'MOL' set up there. The funny thing is I only get this error for some of the employees.
Can anybody help sharing the possible reason of this?
