You could require a "verification" before confirming the the TO in your step 4. Std SAP configuration allows, material number, old material or UPC. If you can populate the Material master, Basic data 1, Old material number with the VEndor material number, then you could create a Verfication control profile to prompt before Confirm. (IMG > Logistics Execution > MObile Data Entry > Verification) Otherwise, you are looking at implementing a userexit (see help.sap.com, Logistics Execution > Warehouse > Mobile data entry > Other functions) or writing custom Transaction Code.
