Also it may be possible that an emp may have the w/t in IT 8, but may be on LWOP.
However, you can query in SQ02 for empl in service (using empl status in IT 0) and in IT 8 sele w/t in IT 8.
This of course is on the basis that the w/y in IT 8 is used in payslip also. If reporting w.t in payslip is different from what is in IT 8, then you need to look for the one that is required in IT 8.
