Cost Element is created for the GL Codes under P & L.
WBS ELEMENT/INTERNAL ORDER/ COST CENTRE would also be mandatory for such GL Codes.

as clarified by previous answers, a balance sheet account cannot be a Cost Element.
In some cases it could be a cost element but, from accounting point of view it should be used as transitory account (not relevant item in Profit & Loss), and in those cases you have to use cost element category 90.
One of possible use of BS account as cost element is in investment internal orders for capex, where the Cost Element is mandatory for internal order posting, but it is monthly closed by the settlement.
As you can understand these cases are very specific and they depends from the process.
Please explain clearly what you're trying to do, we will try to give you better help
