Hi Divya

The dynamic action for an infotype is executed only when that It is changed or inserted.
I would suggest
a)creating a program to run in batch daily - this needs to check if IT 19 reminder date and send mail.
b)run a query daily to check IT 19 reminder date - this query can be set up as a batch job to run daily.
