[sap-security] Controlling STMS_QA access

Hi All,

I was just wondering if there is a way to control access to STMS_QA so that TR owner, in case he/she has access to approved for DEPARTMENT (S_CTS_ADMI with QTEA) can be limited so that user can't approve his/her own transports via DEPARTMENT approval? Just to give a brief overview, our system currently have a two step QA approval setup which is Developer and Department Approval. However, there are some (3 or 4) users who have access to do both. Is there anyway to control that so that user can't approve for both QA approval step?

I can't find anything so far on this in SAP and in the web so any help will be greatly appreciated.
