[sap-hr] CATS User exit to override standard SAP error level

Hello CATS gurus.
I have one more interesting request from our users. Is there a way to override the standard CATS error levels?
Currently if you book time to an incorrect receiving element (WBS, PO, CC, etc), we get a hard error, and the time entry cannot be saved.. The users want to set that error level to warning instead, and assign the offending time card to a "SUSPENDED" activity type if the employee decides to save his /her entries. This will allow the employee to be paid regardless of having entered incorrect information. Further logic would then be implemented to prevent the transfer of suspended time entries to the receiving systems.
The alternative would be to move the offending receiving element to a customer field, using CAST0002, but we don't have any fields available for that any longer.
I hope that the strange logic I described above makes sense (and that there is an elegant solution).
