thanks for your reply, your answer prompted me to explore the selection screen in more detail.
the final answer was that if your selection date is pre the creation date of either the functional locations or the equipment you are attempting to view then like elsewhere in SAP it will not be displayed. My engineer created his equipment on the 16th August 2009 and I was attempting to display the hierarchy with a selection date of 1st August 2009
