Thanks for the suggestions I will try them. I am not sure how setting
the procurement type to X (either external or internal) rather than F
(external procurement) will change the calculations, but I will try.
What I want to have happen is that the ordering plant MRP to use the
full replenishment lead time to calculate when to reorder, but I want
the system to transfer the requirement date allowing only for the
transit time to the supplying plant.

WE had a different problem (allowing for trans-ocean time), but I think
this approach might work for you.
We set the procurement type in the ordering plant to "X". For an STO,
the system treats this as external procurement. In external procurement,
the system adds purchasing processing time + planned delivery time +
goods receipt processing time and uses this as the replenishment lead
time for an availability check with replenishment lead time.
Note that the opening period is used only for backward scheduling.
In the supplying plant, we used the planned delivery time for the lead
time.
I think that if you try procurement type "X' in the ordering plant and
experiment with the other lead time offsets, you may end up where you
need to be.
