SAP Library - Find your answers

We are implementing Service Desk, Customizing Distribution, Change Request Management, Monitoring and BPM in SAP Solution Manager 7.0 Stack 16.
We have generated all RFCs for the satellite systems with the SMSY transaction.
We are following recommendation from SAP note 128447 Trusted / Trusting System as we need that the user USERCSM in Solution Manager (CSM), log into DEV system as user USERDEV.
We created the users USERCSM and USERDEV in CSM and DEV systems.
For this, the user USERCSM in Solution Manager has the profile SAP_ALL and SAP_NEW and the role Z_SAP_RFC_SM_CONFIG that contains the S_RFCACL objects with the following attributes:

RFC_CLIENT: *
RFC_USER: *
RFC_EQUSER: Y
RFC_TCODE: *
RFC_INFO: *
ACTVT: 16
In addition, we have created for the user USERDEV, the role BC-AU-RFCACLUSERCSM which contains the authorization object S_RFCACL with the following attributes:
RFC_SYSID: CSM
RFC_CLIENT: 500
RFC_USER: USERCSM
RFC_EQUSER: N
RFC_TCODE: *
RFC_INFO: *
ACTVT: 16
When we have checked the remote login in the RFC SM_DEVCLNT200_TRUSTED from Solution Manager, and we have this error:
No authorization to logon as trusted system (Trust
N? mensaje: SR000
In the satellite system DEV, we are looking a dump
SAPSYS 000 C CALL_FUNCTION_SINGLE_LOGIN_REJ
Trying to solve this problem, we check the ?Error Analisys? section at the dump.
Error analysis
An RFC call (Remote Function Call) was sent with the invalid user ID "USERCSM "
. Or the calling system is not registered as trusted system in the target system.
We have checked in transaction SMT1 in Solution Manager (CSM) and it has defined DEV as trusted system. We did the same check in DEV system and we can verify that CSM systems are also defined as a trusted system.In both systems, the transaccion SMT2 we have the following error:
No authorization to logon as trusted system (Trusted RC=0).
The SAP note 128447 to refer the note 204039 that is not release to customers.
Despite having done all the steps recommended by SAP, we were unable to resolve the problem.
Any idea to solve that?
