[sap-hr] Can I use structural authorization and role based security together?

We are having the following challenge, we would like to give access to our HR Generalist, however we will like to filter the employees they could see based on the geography.We have a role based security based on SBMOD, which gives us the geographical security, however we are not sure how we can combine the structural security.

I want to give a HRG access to the Admin, but we want this person only see employees who are in one geography e.g. Brazil. So, if there is a person in Law that is located in Belgium, we don't want this person to show up. __.____._
