The group is the number ord code identifying a group of inspection plans.
The group counter is a sequence number for an inspection plan in a group.
The combination group - group cpunter uniquely identifies an inspection plan.
Suppose that you are creating an inspection plan for a material-plant combination for which no inspection plan exists. When doing so the system will automatically assign it to a group (with the next available number) and group counter 1 (alternatively you may specify a group yourself).
When you need to create a second inspection plan for the same combination (e.g. for with a different usage) the system will create it in the existing group, but with the next available group counter (number). __.____._
