Go to the QM view for the material/plant. Click on the Insp. Setup button. You may have one or more Inspection Types defined for the material. Choose (double-click) the Inspection Type that is assigned to your inspection lot (chances are it is Inspection Type 01 for receipt of purchased material in your case -- but Inspection Types are configurable, so you could have a custom inspection type in your facility). This should display all of the parameters that are set for this inspection type for the material/plant. One of the parameters is Insp. with mat spec. (Inspection with Material Specification). If this parameter is set, then SAP performs some extra processing when you generate an inspection lot. The inspection plan you have chosen is checked when the inspection lot is generated. If the inspection plan uses one or more of the characteristics defined for the material specification, then SAP leaves them alone as they are put on the desired operation of the inspection plan. However, if any of the material spec characteristics are missing from the inspection plan, then SAP forces them on to the last operation in the inspection plan. (Basically, if you want the inspection plan to have full control over which characteristics are captured, then you need to be sure the material's QM master data does not have the Insp. with mat spec parameter set). You can define default settings for your Inspection Types (so the same settings are applied to every material in every plant until you manually change them using MM01 or MM02) in configuration: SPRO > Quality Management > Quality Inspection > Inspection Lot Creation > Define Default Values for Inspection Type.
