System of Record is SAP and will be always in your case, is my
understanding. When one tries to build an offline file or system like you
described, it is going to be a challenge even if the data of that access
file is valid to be worked on, because eventually this budgeting data which
is being worked in access has to get into SAP to update the system of
record. Is my understanding of the situation correct in your case?
