It will be difficult to support as Access evolves and capabilities change, 3. Keeping data synced between the two systems and confirming that the reporting of the Access system is accurate will become challenging over time. Steve

When one tries to build an offline file or system like you described, it is going to be a challenge even if the data of that access file is valid to be worked on, because eventually this budgeting data which is being worked in access has to get into SAP to update the system of record.
