I don't however remember any option to add a reply.

I don't have a ready-made solution to your request, but I have some ideas. I think the closest you are going to get to an instant popup in the SAP ERP world is going to be an Express Message. This is what SAP sends to a user when there is an update termination. It pops up the next time the user changes screens. I don't know how you will get a list of all active users (that kinda sounds like a Basis question), and I don't know how you would structure an express message to be able to capture a reply from each user. This should be an interesting topic!
