You can keep working on the material- marking status has no impact.
About the real issue of executing CK24 without material - one option I can think of is copy CK24 to Zck24 and make material as a required field.

Hello everybody,
When we run transaction CK24 for marking cost estimates without entering one or more material numbers the system is marking all materials having a saved cost estimation.
The result is that in accounting no postings for these materials can be executed until the prices are released.
Therefore I am looking for a way to issue at least a warning message when no material number is selected before the user executes CK24.
Has anyone an idea how to handle this?
