[sap-hr] Unable to set the priority list for Additional Actions

Hi All,
I have done the required config for setting up Additional Personnel Action , i.e in T77S0 set Admin-EVSUP value to 1, activated Additonal action , ran RPUEVSUP.
Somehow I am unable to set the Priority list for Additonal Action. The " New Entries" field is greyed out in my system.
The documentation says, when I copy a SAP standard Action which does not change status, it automatically creates an entry in the priority list table V_529A_B, but it did create any entry in the priority list table..
Can anyone tell me how to resolve this?
