That command shown is incorrect. Therefore it is returning an error message that is not accurate. The syntax is:
"telnet <host> <port>"
There is no colon.
Either the dispatcher is not running/listening, or the connection is never even reaching it.

I turned off the firewall in my machine, and I do not have any other sap system to test the connection to it.
I tried the telnet 192.168.0.14:3200, and hereafter is the result:
Connecting To 192.168.0.14:3200...Could not open connection to the host, on port 23: Connect failed
