Since telnet on this port fails, it looks like you have an organizational
firewall blocking your access to the BW.
Do you have a sap gui installed on the server itself? Do you have an
access to the server?
If both answers are yes can you do a gui logon from the server itself?

I turned off the firewall in my machine, and I do not have any other sap system to test the connection to it.
I tried the telnet 192.168.0.14:3200, and hereafter is the result:
Connecting To 192.168.0.14:3200...Could not open connection to the host, on port 23: Connect failed
