You (or your company/client, etc.) can decide if you want the goods being loaded in inventory to have a value. I generally try to match the initial load to the business rules after the initial load.
The movement type 561 is designed to bring a value (value in LC field) or use the value already in the material master. If the moving average cost in the material is zero, as you suggest, then the 561 will be zero, if you leave the LC value field blank.
