In Dev testing client or Test system, Jobs & OUs can be created in an organization for initial testing purpose.

In Prod, PA & PD data should be created and never imported from Dev/test clients.

During implementation, this data for existing employees/OU's would be created using SAP transaction LSMW can be used.

For data upload there are a number of 3rd party software like Winshuttle, is available. I am not promoting any particular s/w vendor.
These tools can be used later for any prod issue analysis/testing to download from prod to Test system or Dev/test client, instead of trying to manually create the data with such issue (which is quite often impossible).
