When background jobs are scheduled from SM37, it has a Lock (Enqueue / Dequeue) so that only one job is running at a time. The new requirement is that, when Delta job is running and another job for full refresh is active simultaneously, the full refresh job must wait for 5 mins. After 5 mins, it must again check if any other job is running in background. If so, it must wait for another 5 mins and check again. Else, the program logic must be executed.
