I think your logic goes beyond any delivered list/report in ECC. When I had only read the title of your post, I was thinking some use of ME2N, then filtering out Still to be Delivered = 0, Still to be Invoiced = 0, etc. If you downloaded the results from ME2N to Excel, you might be able to do compare logic between PO Qty and the "still to be" columns to achieve your goal.
The repeatable and user efficient solutions are, of course, custom reports/queries in ECC or in SAP BI/BW or other data warehouse. You are essentially building the ME2N logic from the EKKO, EKPO, EKBE, EKES (for ASNs) (Advance means Advance Ship Notice?)
Produce a list of any PO number in EKKO without any history on any line in EKBE or EKES. (And not marked for deletion/cancellation in EKPO?)
