You can create a cofile if you have the datafile DEVR900001 (R900001.DEV),
but you can't, as far as I know anyways, recreate the data file this way.
You have to make a new transport request with the same content as the old
one.
To create a cofile if you have the data file, you use the command "tp
CREATECOFILE DEVR900001"
