There are quite a few tricks you can play.
Firstly, you can check the current change request the project belongs to on the dev system, and from there can get who created the transport request; there can get the changer.

But in this case the project did not exist when I created my project but
when I am checked in my QA and Production system a project existed. So I was
wondering, How can I find out who deleted it in Development box?
