I think yes. PA structure should be changeable in settlement rule in sales order line.
KE4TS is for sales order simulation. I guess it's irrelevant for your system.
Maybe you can use below.

Check Customizing Settings
Check Value Flow from Order/Project Settlement (KEAW, Sales Order ON)
