I am not aware of any standard feature to do it. You can use the user exit for PA30 for this requirement. user exit ZXPADU01 will do the job. You can ask your ABAPER to write a code to default gender during "Create" or "Change" operation for the specific sub type you want.

While entering IT-0021, Subtype-11 (Father) gender comes as Female instead of Male.
