In SAP CCMS, monitoring template SAP CCMS Monitoring Template addresses System Errors (i.e. ABAP short dumps) (MTE class R3AbapShortdumps e.g.). Further information e.g. here:

Maybe you want to assign an autoreation to this MTE (monitoring object/alert monitor)? (Configuration either locally or via SAP Solution Manager System Monitoring, if the Solution Manager system is your CEN)

This per se will not meet your requirement. MTE class R3AbapShortdumpsFreq looks more promising (some thresholds are accepted), but will probably not fulfill your requirement either. It raises an alert if n short dumps happen per minute. Path in RZ20 Transaction <SID>\<Server>_<SID>_<System number>\R3Abap\Shortdumps Frequency. R3AbapShortdumpsFreq is counted per minute for each instance. The frequency per minute cannot be changed because this fixed calculation period is used by the kernel as far as I know.
