My apologies to the forum. My problem was not the table construction at all. While it would be nice for my table to not have the rate field visible, it was not affecting the functionality of my sales taxes at all. My problem was activated lines on the FTXP condition record. I deactivated the "extra" lines and now it is working correctly.
