Just don't include the BOM header item category in the copy control items and do include the item category for the components. The users will get a warning that the BOM header item didn't copy, but the components should still copy. On the component entry, you may need to specify the "normal" contract item category to copy to, rather than leaving it blank and having the default value assign. It just depends on how you have your system configured.
